On the email notification problem: Probably going to be either a Ning mail relay problem, internal event notification issue or the mail is be blacklisted by your email provider or corporate backend server. Emails travel through many exchanges, but typically the messages are just passed along without a deep inspection on the public internet. If it’s a corporate mail system the messages are closely scrutinized and possibly quarantined before you even see it. This can also be true of an ISP system too. Some messages may go through, some may not, but typically you are a provided the option to make a judgment on the validity of the message and can flag the message as valid.
Not knowing what email system you're using you could use a public email system like Yahoo, Hotmail, Gmail etc. or just some other email account to see if you get the notifications from Ning of some event that should trigger an email. The following link has topics related to Ning email notification.
